In 1997 Rainier partnered with the Oregon Department of Transportation and Portland State University to prepare the Rainier Transportation System Plan (TSP). Although not required the City Council decided to prepare a long-term transportation plan for the City to help guide development in the future, encourage appropriate development and maintain the City’s livability. The TSP examined all elements of the City’s transportation system including road, rail, pedestrian, bicycle, transit, water, air and pipeline. The TSP generally found all systems currently operating at acceptable levels of service and also identified:

• Some traffic accident locations were identified including U.S. 30/W. 6th Street.
• There are insufficient safe locations for cyclists and pedestrians to cross U.S. 30.
• Recognized that one or more parallel alternative routes to U.S. 30 should be identified and developed to reduce the community’s dependence on Highway 30.

The TSP identifies a phased schedule of transportation improvements and financing plan. Improvements are determined based on need and available funding.
